Commissioners

The Board of Commissioners meet twice monthly for its regularly scheduled meetings on the first and third Tuesday of each month. Meetings are held at the North Main Annex at 115 North Main Street.
First Tuesday meeting is held at 5:30 pm and has zoning items on the agenda. The third Tuesday meeting is held at 8:30 am. Meetings are live streamed, with links shared on the Board of Commissioners' Facebook page and Youtube channel. Ray Mosley

District 1 Seat A

Representing District 1 A

Ray Mosley was elected to serve as a Bulloch County Commissioner in 2012. Prior to being elected in 2012, Commissioner Mosley was appointed by Bulloch County’s Superior Court Judges in 2004 to serve six months of an unexpired term of Commissioner Gordon Alston who passed away February 29, 2004. He was later appointed to fill the unexpired term of Commissioner George Jackson March 16, 2010 by Bulloch County’s Superior Court Judges.

Mosley was born and raised in Bulloch County and attended the public schools of Bulloch County.

He has spent more than 37 years in the manufacturing industry and currently works for Brodie Meter LLC as a Plant Manager.

Mosley is married to Odean Mosley and they have two children and two grandchildren. He and his family attend Banks Creek Primitive Baptist Church where he serves as the Chairman of the Deacon Ministry.

His person mission statement is to “live and work in a manner that will impact those around him in a positive way.”

Anthony Simmons

District 1 Seat B

Representing District 1 B

Anthony Simmons was elected to serve as a Bulloch County Commissioner in 1992 and has served 29 years on the Board.

Simmons was raised in Bulloch County and graduated from Fort Valley State University with a BS in Sociology and from Nova Southern University with a Masters in Child and Youth Administration.

Simmons is married to Joyce Simmons and they have two children and two grandchildren.

Throughout his political career, Simmons continues to love every minute of it and he hosts to have made a lifetime impact on his constituents and the citizens of Bulloch County.

Ray Davis

District 2 Seat A

Representing District 2 Seat A

Rayford (Ray) Davis was elected as a Bulloch County commissioner in 2024. He was born and raised in Bulloch County. He graduated from Southeast Bulloch High School (where he is in the Athletic Hall of Fame), was drafted by the New York Mets, but elected to attend South Georgia College and West Georgia College, where he played baseball and earned degrees from both schools. After three years as a teacher and coach at Portal High School after college, Ray shifted to his family’s farm full time and has been senior partner in Davis & Son Joint Venture for the past 61 years. He is married to Belinda Lee Davis and has two children, four grandchildren, and two stepchildren. He is a lifelong member of Hubert Church. In his spare time, he’s served on the board of his church and the Recreation Advisory board of the Statesboro-Bulloch County Parks & Recreation Department. Davis’s mission as a commissioner is to invest himself in Bulloch County, the communities and its citizens, protecting natural resources, preserving our rich heritage and educating the residents to meet the challenges of our future, while making Bulloch County a great place to live.

Toby Conner

District 2 Seat B

Representing District 2 Seat B


Toby Conner was elected to serve as a
Bulloch County Commissioner in 2022.

Conner was born and raised in Bulloch County.
He is the owner of SandCreek Farms
and has been self-employed for 25 years.

Conner and his wife, Kelsey, have two children and the family
attends Leefield Baptist Church.

In his spare time, Conner coaches recreational youth football and baseball. He and his family also enjoy time on the water and in the woods.

His personal mission statement is to live honestly and stay true to himself, his family, and his county.

Timmy Rushing

District 2 Seat D

Representing District 2 Seat D

Timmy Rushing was elected to serve as a
Bulloch County Commissioner in 2018.

Rushing was born and raised in Bulloch County in the town of Register. He has been self-employed since 1989 and now owns several businesses.

Rushing and his wife, Julie Lewis Rushing, have been married for 30 years and have three children and two grandchildren. Rushing is a member of Register Baptist Church, where he serves as a deacon.

His goal is to serve the citizens of Bulloch County to the best of his ability.
